Guidelines for Ecodesign and Energy Labelling rules

LightingEurope has poured our members’ collective expertise into a new revised version 4 of our guidelines on the EU Ecodesign and Energy Labelling rules for light sources.

What’s new

This new revised version includes all the changes introduced by the Omnibus Amendment published on 26 February 2021 (e.g. SVM, heating lamps, energy label transition period from 1st July, revised language in the provision on containing products). It contains our latest understanding on a number of elements in the Regulations and their amendment, in some cases also including the comments we have received from the European Commission.

NEW in version 4:

  • difference between ‘light source’ in these Regulations and in the Harmonised Nomenclature 2022 (Customs Codes)
  • practical recommendation on CE marking of light sources placed on the market as part of a containing product
  • regarding full-load and reference control setting: guidance on how to declare the energy class of light sources
  • recommendation on whether to register in EPREL products that will be phased out on 1 September 2021
  • advice on how to supply the energy label on shaped surfaces

LightingEurope pictograms – replaceable light source & replaceable control gear

The LightingEurope pictograms are free for any company to use in order to comply with the information obligations on the replaceability of light sources and separate control gears.

Manufacturers of containing products can choose freely which pictograms to use: IEC or the ones prepared by LightingEurope. Please note that this is LightingEurope’s interpretation and is not binding or an official interpretation of the requirements set by the Regulation itself. When new LightingEurope guides are made for future revisions of Regulation (EU) 2019/2020 it is the intention of LightingEurope to transition to recommending use of the IEC pictograms.

LightingEurope thanks the International Electrotechnical Commission (IEC) for permission to reproduce Information from its International Standards. Guiding Paper Evaluating performance of LED based luminaires

The document has been originally developed from the need to put order and harmonize the factors and data that are used to evaluate the performance of LED based luminaires. Compared to the previous edition, more emphasis has been put on explaining the “useful life” (useful lifetime) performance requirements. Since lifetime of LED light sources keeps growing and the industry is facing higher and higher lifetime claims, the paper recommends a fixed set of performance data for LED based luminaires. The references to the most recent standards have also been updated.

LightingEurope believes that the establishment of simplified performance metrics that support the needs of good lighting design and allow easy product-to-product comparisons will add value to the professional market.

Guidelines for the European Product Registry on Energy Labelling (EPREL)

LightingEurope is making available our members’ collective experience in how to apply the EPREL obligations to light sources. A first version of these guidelines was published in March 2019 and was reserved for our members only. LightingEurope has received questions and requests for information about EPREL which we address in this version 2 of our guidelines and are making available to all companies. All products in scope of the new EU ecodesign and energy labelling rules for light sources must be registered in the EPREL database before they can be placed on the market.

Contents

  • What is EPREL?
  • What lighting products are in scope?
  • Who needs to upload information?
  • What information and values need to be uploaded, including explanations for each value and a non-exhaustive list of relevant harmonised standards.
  • By when should information be registered?
  • When is information considered final, when is it published, can it be corrected after a product is placed on the market, what changes require the registration of a new model?
  • We also provide an excel to help companies upload information directly in the compliance part of EPREL.

Guidance and Information Paper on The Use of Lighting Product Standards in Europe

LightingEurope is making publicly available a Guideline and Information paper on the use of standards (EN, harmonized EN, OJEU listed harmonized EN and non-EN standards) in the European Union, the European Economic Area, the European Free Trade Association, and the European Custom Union. The document also covers UK designated standards to be used in the United Kingdom.

Updated version June 2025

This updated version provides a thorough explanation on the implications for manufacturers when a new or amended standard is published and if the CEN/CENELEC date of withdrawal is not aligned with the date of withdrawal of the Official Journal of the EU or the UK Designated List. This mismatch can be confusing for manufacturers preparing their Declaration of Conformity. Our Guidance is aimed at supporting the industry navigating this uncertainty.
