EU Green Deal Compendium

LightingEurope is making available to all members and members of our national associations a Compendium of the most important legislation for the lighting industry related to the EU Green Deal.

This document is designed to help our members, particularly smaller companies, navigate and comply with the key sustainability regulations and directives recently adopted by the EU institutions.

Why a Compendium? Why it matters to your company?

Understanding the regulations is vital for fair competition and compliance, key elements of LightingEurope’s 2030 strategy. While this compendium isn’t a substitute for in-depth legal analysis, it offers essential guidance for companies to ensure compliance and strategic planning.
The EU Green Deal presents not only compliance costs, but also new business opportunities (e.g. through the harmonisation of sustainability rules in the EU market or through the renovation of buildings under the EPBD). Being aware of the requirements in advance can ease your business’s transition to sustainability and better equip your company for the future.

Where does the content come from?

Our team has been involved in the legislative debate of the EU Green Deal and has kept members informed throughout the process. Now LightingEurope is dedicated to supporting members in the implementation phase by sharing the expertise we’ve gathered over the years.

The summaries and comments have been developed with input from our staff, various trade associations and members, and, where available, informal feedback from EU officials during the legislative debate. The Compendium also contains links to the official texts from the EU Official Journal. Where the text has not yet been published (e.g. the Green Claims Directive), you will find a link to the latest available text.

The information provided in these guidelines is our interpretation of the regulations or directives and does not represent an official interpretation of the requirements set out in the regulations and directives themselves.

Some parts of this Compendium may be outdated, as several legislative files it covers are currently under review by the new European Commission. These revisions aim to simplify existing requirements and reduce administrative burdens for businesses.
LightingEurope is closely monitoring these developments and is preparing an updated version of the Compendium. While the review processes are still ongoing and not yet finalised, our Secretariat is working to provide readers with an up-to-date overview of the current state of play.

This technical memorandum contains rules, requirements, and guidelines for conducting a life cycle assessment (LCA) of control gears for light sources that complement the core Product Category Rules (PCRs) and provide specific details for this product category.

In its contributions to the revision of the product specific rules for luminaires (PEP PSR0014), LightingEurope identified an additional need for rules, requirements, and guidelines to conduct a LCA for core luminaire components, namely the light source and the control gear for the light source. To meet this need and to support the market’s growing demand, LightingEurope has published a neutral Technical Memorandum that defines Functional and Declared Units, Reference Service Life, Reference Flow Elements and default scenarios for control gears for light sources.

Who can use these rules?

Any organisation supporting the creation of Environmental Product Declarations (EPDs) for control gears for light sources – whether through an EPD programme or via standards – is strongly encouraged to integrate these definitions and scenarios into its documents and to explicitly reference – in the manner they deem most appropriate – the LightingEurope Technical Memorandum available on this website, alongside the relevant core PCR. The definitions and scenarios defined in this technical memorandum can thus be used to complement the core PCRs available from Programme Operators (such as IBU Part A, or PEP PCR ed. 4.0) or from SDOs (such as IEC 63366, EN 50693, or EN 15804).

LightingEurope has prepared this technical memorandum with the expressed intention of aligning the rules for control gears for light sources with those for the luminaire as provided in PEP PSR0014. Further it has included lighting specific consideration and terminology such that those using this document can benefit from industry specific guidance and terminology when creating EPD programmes or supporting standards for control gears for light sources.

This document is available to all LCA Programme Operators and Standards Development Organizations (SDOs). By making this technical memorandum freely available to all interested parties without limitations, LightingEurope seeks to overcome harmonization challenges relating to the LCA rules for control gears for light sources.

LightingEurope welcomes feedback and questions from any such organizations and may be contacted through contact@lightingeurope.org for dialogue.

The Guidance and Information Paper on The Use of Lighting Product Standards in Europe is freely available for download for all interested organizations and individuals.
